Recently, our city held a mobilization meeting for the comprehensive control of air pollution in the autumn and winter of 2017-2018. Yang Hui, the Secretary of the Municipal Party Committee, attended and delivered a speech. He emphasized that all levels and departments should deeply study and implement the instructions of General Secretary Xi Jinping's important speech on ecological civilization construction and environmental protection, conscientiously implement the decisions and deployments of the central, provincial party committee, and provincial government, and resolutely win the battle against comprehensive air pollution control with greater determination, higher standards, and stronger measures, and welcome the successful convening of the 19th National Congress of the Communist Party of China with outstanding achievements.

Mayor Mei Shitong presided over the meeting, and city leaders Qu Bo, Zhao Xueming, Liu Qiang, and Li Keliang attended the meeting. Vice Mayor Ju Zhijie interpreted the "Action Plan for Comprehensive Air Pollution Control in Cangzhou City for Autumn and Winter 2017-2018".

Yang Hui pointed out that doing a good job in comprehensive control of air pollution is a major political task deployed by the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government. It is an inevitable requirement for improving air quality and enhancing people's well-being, as well as a practical need for building an innovation driven economic strong city and an ecologically livable and beautiful Cangzhou. All levels and relevant departments should enhance their political stance, regard the comprehensive management of air pollution as a concrete action to firmly implement the "four consciousnesses", fully understand the severe situation and arduous tasks faced, fully implement the deployment requirements of the state and the province for the comprehensive management of air pollution, enhance their sense of responsibility and urgency, and resolutely fight the tough battle of comprehensive management of air pollution.

Yang Hui emphasized the need to focus on key and difficult points, and carry out comprehensive air pollution control actions in depth. We should focus on the central urban area, high emission hotspot grid areas, and areas where problems are concentrated in the supervision and inspection feedback of the Ministry of Environmental Protection, take effective measures, and conscientiously carry out rectification. We need to focus on autumn, winter, heating season, and heavy pollution weather processes, improve emergency plans, scientifically warn and forecast, and strengthen emergency response. We need to focus on key tasks such as "scattered pollution" enterprise governance, "scattered coal" governance, enterprise pollution control, enterprise staggered production, motor vehicle pollution control, and smoke and dust control, clarify the situation, establish a ledger list, and carry out centralized rectification. We need to focus on key issues and carry out a solid "look back", especially in accordance with the standards and requirements of "five no let go" and "four in place", to ensure that rectification is in place and there is no rebound.

Yang Hui requested to strengthen safeguard measures to ensure the effectiveness of the tough action. To solidify the responsibility, counties (cities, districts) should fulfill their main responsibilities, environmental protection departments and atmospheric offices should fulfill their regulatory responsibilities, and enterprises should actively fulfill their pollution control responsibilities. To strengthen coordination and linkage, a regular scheduling mechanism should be established at the city and county levels to enhance overall coordination and supervision of scheduling. We must supervise law enforcement with an iron fist, carry out regular undercover investigations, random checks, and "targeted" law enforcement inspections, and strictly investigate, rectify, and crack down on environmental violations. We must strictly supervise and hold accountable, carry out regular on-site supervision, strictly implement the accountability mechanism, and hold accountable units and individuals who are not proactive or take action, fail to rectify problems in a timely and adequate manner, neglect their duties and responsibilities, or even engage in fraud. We should widely mobilize the masses, advocate the concept of ecological civilization, practice a green and low-carbon lifestyle, and mobilize the whole society to fight a tough battle.

Mei Shitong put forward requirements for implementing the spirit of the conference, firstly, to enhance political standing, unify thinking, and ensure implementation. Fully recognize the importance, arduousness, and urgency of fighting tough battles, enhance the "four consciousnesses", strengthen responsibility, and fight a tough battle with real knives and guns. Secondly, we must highlight key tasks, clarify tasks, and ensure their implementation. Adhere to the combination of goal oriented and problem oriented approaches, promote scientific, precise, and iron fisted haze control, and promote continuous improvement of the city's atmospheric environment quality. We must strictly supervise and inspect, and enforce the law with an iron fist to ensure its implementation. For malicious illegal activities, we must effectively rectify them and enforce the law strictly to ensure the effectiveness of our tough actions. We must form a working force, jointly manage and implement. Combining top-down and multi-party collaboration, creating a strong momentum for joint efforts to tackle the problem, and forming a powerful synergy for collaborative haze control.

At the meeting, Xinhua District, Yunhe District, Cangxian County, and Renqiu City made statements. The meeting will be held in the form of a teleconference. Also attending the meeting at the main venue were key officials from the governments of Xinhua District, Yunhe District, Cangxian County, and Renqiu City, as well as officials from relevant departments and units directly under the city, and legal representatives of key enterprises. Each county (city, district), Bohai New Area, Cangzhou Development Zone, and Cangzhou High tech Zone will set up sub venues.
